Governance Protocol
All proposals are governed by PSP v1 (Proposal Specification Protocol).

Submitting a Proposal
New proposals must:
- Follow the required sections defined in PSP v1
- Be assigned a unique PSP identifier (PSP-NNN)
- Be added to this index upon submission
